THE PROBLEM

COMMAND CENTER ANALYTICS PLATFORM

Job Corps is a $1.7 Billion program and is part of Employment Training Administration (ETA) at the U.S. Department of Labor (DOL). Through contract operators, Job Corps oversees and manages performance across 125 Centers, spanning 6 Regions nationwide.


With reduced Federal staff while simultaneously increased number of Centers, the leadership’s strategic plan imperative required investing into data-driven decision-making capability. To improve performance, leadership needed timely insights, comparisons, and trends across major Job Corps functions.


Large proportion of key metrics existed in legacy systems and print form requiring much effort to even perform basic data analytics. Considerable organization inertia went into custom data calls, gathering, manipulation versus decision based on insights.

Stand-up comprehensive (strategic, operational) decision-making platform for Job Corps leadership under 12 months.

2-Networks impacting technology, user experience limited due to lack of Single-Sign-On (SSO) capability

Legacy data infrastructure with PDF reports as output

Critical decision metrics in legacy database systems (Sybase)

Reverse engineer business rules from legacy stored procs (Analyzed ~ 35K lines of code as part of Data Assessment)

Reporting-centric legacy data model design limited in dimensional structure versus insights-driven, flexible data model
